Operators carry the obligation to plug and retire the wells they no longer produce from. When that has to happen, and what it will take, is decided by rules written in statute and applied to records the regulator publishes. WellState turns that into something an operator can see, question and defend.
The problem
The answer to “which of our wells does this rule reach?” lives in several places at once: the regulator’s bulk files, the statute, the operator’s own spreadsheets. Getting to a defensible answer meant hand-matching records that don’t always agree, and still not knowing which answers would hold up.
What we built
A system of record built from the regulator’s own published files, with every row linked back to the line it came from. On top of it:
- Rule screening. The statutory test, written as code and applied to every well, with the reasoning shown for each result.
- Work queues. The questions operators actually ask (which wells are affected, which are approaching the threshold, where the source records contest each other, where no cost can be computed), each with the wells that answer it.
- Exposure over time. Wells crossing the rule’s threshold year by year, with the evidence behind every figure one click away.
- A clear boundary. Screening results are labeled for what they are: estimates for planning, not legal determinations or bond amounts.

A regulator expects a rule applied identically to every well. That work belongs in code, not a model, so that is where it lives. Models sit around the record and answer questions through tools that read it. They never become the source of truth.
